Hon. Dr. Mary Goretti Kitutu is the Ugandan Minister of State for Environment and the Woman Member of Parliament of Manafwa District, Uganda. She has extensive work experience as a professional in the field of environmental information systems and management, with skillsets in remote sensing, GIS, and environmental modelling.

As a professional, she has carried out environmental assessments, geotechnical assessments, disaster and vulnerability assessments, and environmental monitoring. As a public official, she has utilized those skill sets at the local and national levels.

Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academic, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021. Before that, from 10 June 2016, until 14 December 2019, she served as the State Minister for the Environment in the Cabinet of Uganda.Dr Mary Kitutu concurrently serves as the elected Manafwa District Women’s Representative, in the 10th Parliament (2016 – 2021).

Background

She was born in Manafwa District on 17 September 1962. After attending local schools, she entered Makerere University in 1984, graduating in 1987 with a Bachelor of Science degree in Chemistry and Geology. In 1993, she went back to Makerere and obtained a Postgraduate Diploma in Education.

Her Master of Science degree was obtained in 1998 from the Faculty of Geo-Information Science and Earth Observation of the University of Twente, in Enschede, Netherlands. In 2011, she obtained a Doctor of Philosophy from Makerere University, in Kampala, Uganda.

Early Life and Education

Dr Mary Goretti Kitutu was born on 17 September 1962 in the present-day Manafwa District in Eastern Uganda, where she spent her early years.

Mary Goretti Kitutu is married to Michael Kitutu, and their union has been blessed with children. However, she keeps much of her personal and family life away from the public’s eye.

Dr Mary Goretti attended neighborhood schools in Manafwa for primary and secondary education before enrolling at Makerere University in 1984, where she earned a Bachelor of Science in Chemistry and Geology upon completion of studies in 1987. 

She returned to Makerere in 1993 and earned a Postgraduate Diploma in Education there. She earned her Master of Science in 1998 from the University of Twente’s Faculty of Geo-Information Science and Earth Observation in Enschede, Netherlands. 

She graduated with a doctorate in philosophy in 2011 from Uganda’s Makerere University in Kampala.

Career and professional work experience

Beginning in 1988 and running through to 1991, Mary Goretti Kitutu worked as a teacher at Busoga College Mwiri. She worked as a teacher at Our Lady of Good Counsel School in Gayaza, Wakiso District, from 1991 until 1996. 

She spent the years between 1998 and 2001 working as a consultant at Axis Technical Geo Mineral Consult after she retired from teaching.

She worked at the National Environment Management Authority (NEMA) as a research officer and environmental specialist from April 2002 to February 2015. She began working as a Senior Technical Advisor and Environmental Monitor at Tetra Tech in February 2015 and continued in that position through 2015.

She began her political career in Uganda by contesting for the position of Manafwa District Women Representative in the 2016 presidential and parliamentary elections. 

She ran on the platform of the National Resistance Movement. She emerged victorious in that election as well as the next. On June 6th, 2016, she was appointed State Minister for the Environment. 

Mary Goretti Kitutu was appointed Cabinet Minister for Energy and Mineral Development in a cabinet reshuffle on December 14th, 2019 replacing Irene Muloni who was then relieved of Cabinet duties.

On June 8, 2021, she was selected to replace John Byabagambi as Minister for Karamoja Affairs in the Cabinet of the Republic of Uganda.

Achievements and awards

Since 1988, when she began working as a teacher at Busoga College Mwiri, Mary Goretti Kitutu has held a variety of government positions and worked for various government agencies. 

She has worked hard and served as an administrator, employee, employer, and other roles that have led to her being taken into consideration by H.E. Gen. Yoweri Kaguta Museveni, the president of the Republic of Uganda, will hold several positions, including that of minister for the development of minerals and energy. 

Through her numerous appointments to various responsibilities, she has served the people of Manafwa and Uganda as a whole with great diligence and with fidelity, patience, accountability, and transparency to return the faith and powers vested in her.

She is a mother, a devoted wife, a supporter of women’s and children’s rights, and an advocate for girl child education. She has served and fought for her Manafwa district constituents in electoral politics as their Woman Representative in the Republic of Uganda’s Parliament.

She is a skilled professional with substantial work experience in the fields of remote sensing, geographic information systems, and environmental modeling.

Dr Kitutu has performed professional environmental evaluations, geotechnical assessments, assessments of catastrophes and vulnerability, and environmental monitoring. She has used these abilities in her capacity as a public servant both locally and internationally.

International organizations including the United Nations, Intergovernmental Authority on Development, East African Community, and African Union are just a few that Minister Kitutu has worked with.

The choice of Dr Mary Goretti Kitutu and Agnes Nandutu as the ministers in charge of Karamoja was met with vociferous opposition from members of parliament from the region.

Both Maria Goretti Kitutu, a former energy minister, and Agnes Nandutu, a former NTV journalist, were appointed by President Yoweri Museveni.

Agnes Nandutu is the Bududa Women MP, whilst Kitutu is the MP for the Women of Manafwa in the eleventh Parliament.

In a news conference conducted at Parliament, fifteen members of parliament from the Karamoja subregion expressed their displeasure with Museveni’s appointments, arguing that they should be changed because choosing persons from outside Karamoja will not benefit Karamoja’s residents.

Dr Kitutu made no public response to the statements by the aggrieved MPs, choosing rather focus on the task handed to her by the Head of State in overseeing the development of Karamoja
