Early Life and Education
Bart Magunda Katureebe was born on June 20, 1950, in Rugazi Village, Rubirizi District formerly known as Bushenyi, Western Uganda to the late Yowana Magunda (father) and the late Virginia Ngonzi (mother) of Rugazi village, Bunyaruguru County.
Katureebe married Bernadette Katureebe on April 16, 1977, and together they have six children and nine grandchildren. He is affiliated with the Catholic religion.
He attended Rugazi Primary School from 1957 to 1962 for his Primary studies.
He then joined St. Joseph Junior Secondary School from 1963 to 1964in Mbarara District and later transferred to Kitunga High School in Ntungamo District from 1965 until 1968 to complete his O-Level education.
Katureebe went to Namilyango College in Mukono District from 1969 to 1970 for his A-Level education
He joined Makerere University and graduated with a Bachelor of Laws degree. He also attained a Diploma in Legal Practice from the Law Development Centre (LDC) in Kampala.
Career and Professional Work Experience
Katureebe without delay joined the Government after his research and served as a kingdom legal professional withinside the Ministry of Justice from 1975 to 1983. From 1983 to 1988, he transferred to working toward regulation in a non-public setting.
He then served because the deputy minister for local cooperation from 1988 to 1991. From 1991 to 1992, he then served because the deputy minister of enterprise and technology, and from 1992 to 1996, he become appointed the State Minister for Health and a member of the National Resistance Council.
Katureebe was elected a member of the Constituent Assembly (CA) representing Bunyaruguru County, Rubirizi District from 1994 to 1995. From 1996 to 2001, Katurebe was appointed and he served as the minister of justice and constitutional affairs and the attorney general.
He went back to private practice in 2001. Katureebe, together with Kabatsi, Justice Joseph Mulenga, Elly Karuhanga and others formed Kampala Associated Advocates, which later became one of the leading law firms in Uganda.
In 2005, he was appointed as the justice of the Supreme Court and on 5 March 2015, he was appointed the chief justice. He replaced Benjamin Josses Odoki who served as the Chief Justice of Uganda from 2001 to 2013.
On 20 June 2020, Katureebe retired from office as the chief justice of Uganda upon clocking seventy years, the mandatory retirement age. He handed over the position to his Deputy Alfonse OWiny-Dollo to act as the Chief Justice before he was officially appointed the Chief Justice.
He was appointed on December 8, 2020, for a four-year term that would end on December 8, 2024, as a member of the Supreme Court of the People’s Republic of China’s International Business Expert Committee.
Bart Magunda Katureebe was sworn in as the new chancellor of the Uganda Management Institute (UMI) on October 29, 2021. He promised to improve the university’s research.
He is the Uganda Management Institute’s first male chancellor. He was appointed in June 2021 and will run the Institute for the following four years.
He succeeded Hon. Namirembe Bitamazire, a former minister of education who has done honourable work for the Institute since 2013.
Achievements and Awards
Bart Katureebe is remembered as a very pragmatic and progressive judge in his interpretation of the law and a role model to young judges.
He has served in all three arms of government as Attorney General, Supreme Court judge, elected delegate in the Constituent Assembly, minister and Member of Parliament for a total of 13 years.
He was recognized as one of Uganda’s top attorneys by Chambers Worldwide in 2004, and he also held the positions of Board Chairman of the Vision Group and Director on the Board of Directors of Standard Chartered Bank Ltd.
Katureebe represented Uganda at the International Court of Justice in The Hague, where among other allegations, DR Congo accused Uganda of stealing its resources.
Also, he represented the government in a successful appeal of Gen David Tinyefuza‘s Constitutional court victory before the Supreme Court.
Katureebe is one of the judges who changed how Uganda’s jurisprudence evolved. It was during Katureebe’s regime that the law providing retirement benefits for all judicial officers was put in place.
Controversies
Katureebe expelled attorneys from the Supreme Court in 2014. The judge deemed the lawyers’ attempts to settle a Shs 36 billion contract involving land owned by Uganda Broadcasting Corporation (UBC) and businessman Hassan Basajjabalaba dishonest.
Moses Otim had been sentenced to death after being found guilty of killing Alex Ongom in Apac District in 2005, but the Supreme Court overturned that decision.
The sentence was overturned by a panel of five Supreme Court justices led by Chief Justice Bart Katureebe on the grounds that Otim was just 17 when the crime was committed.
