Dr John Chrysostom Muyingo is a politician and educator by profession from Uganda. He is popularly known as “Musajja wa Kabaka” (Kabaka’s right-hand man).
Dr Muyingo is the current State Minister for Education in Charge of Higher Education as of 6th June 2016, when he was appointed.
He has previously held the positions of State Minister for Primary Education and NRM Member of Parliament for Bamunanika County, Luweero District.
Early Life and Education
John Chrysostom Muyingo was born in Kampala, Uganda’s capital, on February 22, 1960, to parents John Chrysostom Ssekidde and Victoria Nakiwala of Naakulabye, Lubaga Division, and Kakoola Village, Bamunanika County, Luwero District.
Muyingo is a catholic by religion and hails from a religious background. He met Rosemary Namayanja at Uganda Martyrs’ Secondary School Namugongo, and they were married in 1992. In total, they have six children.
Before enrolling at Makerere University in 1983, he attended Mulajje Primary School, Kisubi Seminary, and Makerere College School.
He received his Bachelor of Science and Diploma in Education in 1986. Additionally, he has a Master’s degree in Educational Management from Makerere University, which he earned in 1996, and a doctorate in philosophy from the same institution in 2004.
His doctorate research addressed the funding of higher education in Uganda.
Career and Professional Work Experience
John Chrysostom Muyingo began his career as a teacher at Ndejje Secondary School, where he taught mathematics and chemistry.
Later, he worked as the director of studies at St. Joseph’s School Nsambya where he continued to teach. After that, he was moved to St. Joseph Secondary School Naggalama in the Mukono District’s Naggalama.
He assumed the position of headmaster at Naggalama when the institution only offered O-Levels (S1 – S4). Despite the school board’s initial opposition, he began a boarding programme for boys at Naggalama Hill. The school’s A-Level division was later launched by him (S5 – S6).
He was shifted from Naggalama to Uganda Martyrs’ Secondary School Namugongo in 1992, which is close to the Uganda Martyrs Shine in Namugongo.
He served as the headmaster of Uganda Martyrs’ Secondary School from 1992 to 2010.
In 2011, John Chrysostom Muyingo made his political entrance by running as an Independent for the parliamentary seat of Bamunanika County in the Luweero District. With 92 per cent of the vote, he was elected to that position.

However, in the general elections of 2021, he was defeated by Robert Ssekitoleko, his former campaign manager and personal assistant, who ran as a candidate for the National Unity Platform party.
He is now working on a number of initiatives in his constituency that will improve the standard of living for his constituents. He is supported by the team members in charge of coordination, Mwebe William, Matabi Christopher, and Bazira Paul.
They have spearheaded a number of fruitful initiatives, including the first elderly project of its sort in Uganda and the BACEF scholarship programme, which is run by Ssenyonjo Moses.
On May 27, 2011, Chrysostom Muyingo was named State Minister for Higher Education until March 2015, succeeding Mwesigwa Rukutana.
On June 6, 2016, he was reappointed to the role of State Minister for Higher Education after serving for a brief time as State Minister for Primary Education from March 2015 to June 2016.
Achievements and Awards
His first task upon arriving at Uganda Martyr’s secondary school, Namugongo as a headmaster was to renovate and improve the school, which was at the time in terrible shape.
Students were left alone during the weekend as the teachers would leave on Friday and come back on Monday. There was a lack of a dedicated science lab, weak infrastructure, and inadequate teaching.
Female students and male teachers were having sexual relations. The Board of Governors of the school showed little interest in the institution.
The new headmaster’s efforts began to bear fruit over time. The school had five first grades at O-level the year before he started.
The figure increased to 32 in 1992, then to 58 in 1993, 64 in 1994, and 90 in 1995. From that point forward, the figures increased gradually, with some years recording a 100% first-grade pass rate.
The Muyingo family owns four Seeta High Schools, located in Seeta, Mukono District. They also have two kindergarten wings and three primary sections under the name Seeta Junior School.
He formerly held the position of Minister of Education in the government of Buganda, where he twice received the award for best-performing minister.
